Stormwater management (SWM) ponds aren't a low impact development strategy.
There are lots of other existing guides out there to help you design a SWM pond or 'wet pond'[1].
We encourage you to try and use LID principles; distribute water quality treatment and low flow events through the use of BMPs across your site, and deal with flood volumes with underground infiltration chambers or a nice amenity space in a dry pond.
